Update 1.44.2 (Fixes and Tweaxes TWO)

This minor patch, dedicated to Cave Story Modding Community's ModGala 2024, fixes over 20 issues reported in last months, while fixing text rendering for Asian languages and rebalancing some underused or annoying weaponry.

Update №2: 1.44.2.2 includes fixes for few more errors.
Update: 1.44.2.1 includes a hotfix for out-of-bounds frame of jump charge animation.
Implemented suggestions:
- Added proper support for UTF-8 symbols longer, than a byte, for TSC default scrolling, thus opening the way to Chinese translation (satisfies #115).
- Permadeath reminder on saving is removed if player saved once or more (satisfies #74).
- Swimming now properly overrides boosting (satisfies #113).
- Added new visual for jump being fully charged (done by AsperDev).
Balance changes:
- Buffed/reworked Energy Flail lvl4:
- increased damage from 1 to 4 and lifespan from 12 to 30, but decreased speed from 12 to 8
- decreased static immunity frames from 15/6 to 4/2
- now behaves like pre-1.43 Energy Whip
- secondary flails now spawn around the main whip in much more packed fashion
- secondary projectiles now have 4/2 local iframes instead of 15/6 static iframes, but do 4 damage instead of 12/3
- Buffed Mining Laser:
- changed its immunity frames from 5 static to 3 local
- extended the range of lasers to infinity
- doubled amount of bullets and their spread for 3rd attack mode
- now can be charged using health, if there is no EXP stored
- Tweaked Boomerang Blades lvl4:
- now has both blade slashes
- decreased the distance of blade's freeroam from 12 to 8 blocks
- tweaked bouncing to be less chaotic and less likely to go through walls
- added 12 bounces limit, triggered by enemy or solid block hits, after which the blade returns to player
- reduced block hitbox from 4x2 to 3x3
- Increased damage counter of Iron Bond from 24 to 36.
- Gravity Necklace's cooldown is now instantly reset after hitting the ground.
- Nerfed Mesa/made him less annoying to fight:
- horizontal speed increased by 44%
- jump height increased by ~42%
- block throwing timing adjusted for new jump height
- pre-nerfed Mesa's mobility is now in Reinforced AI
Misc changes:
- Changed Doctor's slowdown status effect to use cooldown code.
- Moved cooldown icons into Cooldowns.png.
- Whimsical Star is set to follow the player by default, and no longer breaks on touching invulnerable NPC.
Bugfixes:
- Fixed Energy Flail chain's unintentionally huge rect.
- Fixed Quate making stars randomly invisible.
- Polar Star no longer becomes unusable if Spur's bullets exist on the level.
- Tweaked Military Armament and Discordian Visor descriptions to fix text overflow (fully fixes #80).
- Getting weapon out of inventory no longer instantly deletes its miracle crafting flag (fixes #86 again).
- Changed the flag for Badge of Love's revive trigger from 970 to 1070 to not collide with star collection flags (fixes #92 again).
- Made "Disable Music" and "Legacy Graphics" options properly affect in-game state (fixes #94 again).
- Level boss is teleported into arena, if they are outside of it at the moment, when boss battle starts (fixes #95).
- Copper Bulwark/Shield of Time dashes now properly reset Ame's dash visuals (fixes #96).
- Dragon enemy is now affected by gravity (fixes #97).
- Second campaign's freezing wind and cloud gimmicks now spawn correctly regardless of game's resolution (fixes #98).
- Fixed Legacy Graphics lacking sprites for new cooldowns (fixes #99).
- Fixed Freeze Star showing wrong icon during its crafting description (fixes #100).
- Bosses are no longer damaged by explosions if they are inactive (fixes #101).
- Fixed Snake firing at supersonic speed with Flaming Booster equipped (fixes #103).
- Added a failsafe for a lack of darkness effect tileset (fixes #104).
- Added Amphibian Medal into list of "allies" that respawns with each level (fixes #106).
- Improved Map System's player's position is now weighted like normal Map System does (fixes #108).
- Improved Map System is now properly centered on non-generated maps (fixes #109).
- Non-bullet sources of damage are no longer ignoring level boss invincibility (fixes #110).
- Whimsical Star now triggers "10 stars collected" jingle (fixes #111).
- Floodtide's swing counter effect disappears if Floodtide disappears from inventory by any means (fixes #114).
